MAKGEOLLIMAKING AND SHARING TO BECOME NATIONAL INTANGIBLE CULTURAL HERITAGEThe Cultural Heritage Administration is announcingin the government gazette the planned deliberation of a new element of intangible cultural heritage for registration onthe national intangible heritage list: the traditional Korean alcoholic beverage makgeolli and its associated culture. It incorporates the skill of making thismilky and lightly effervescentrice wine and the cultural practices associated with its sharing. Makgeolli is conventionallybrewedby cookingrice, mixing it with water and nuruk (a fermentation starter made by germinating fungi on starchy grains), and running the mash through a sieveafter a few days of fermentation. Makgeolli literally means "roughly or swiftlysifted." It is a term of pure Korean etymology and highlights the process through which the beverage is made. Makgeolli isan alcoholic beverage made from rice or other grains thatis purported to date back to the introduction offarming onthe Korean Peninsula. Histories on the Three Kingdoms period, such as Samguksagi(History of the Three Kingdoms) and Samguk yusa (Memorabilia of the Three Kingdoms) includeterms such as mion, jiju, and ryoye that presumably refer towhat is known as makgeolli today. Baekjuand other terms purported to denote makgeolli appear in Dongguk isanggukjip(Collection of Works by Minister Yi of the Eastern State) and other literary compilations from the Goryeo Dynasty. Books from the Joseon period, such as the novel Chunhyangjeon(The Story of Chunhyang) and the encyclopedia Gwangjaemulbo (Information on Comprehensive Things) containmentions of mok-geolli or mak-geolli. Joseon-era cookbooks such as Gyuhapchongseo and Eumsikdimibangoffer recipes for the drink as well. Makgeolli can be made easily and at low cost simply with rice and the fermentation starter nuruk. Its simplicity and affordability havemade the milky rice wine widely available, leading it to become deeply engrained in the everyday lives of the Korean people. Makgeolli quenched the thirst of farmers throughout the workingseason. Korean farm laborersused to say, "If it all pays the same,I'd rather offer a hand to the farmhouse serving the most delicious makgeolli." Makgeolliwas also an indispensable element in ritual ceremonies and celebrations or mourning. Manytraditionsfeaturingmakgeolli as a ritual drink havebeen transmitted to the present. The milky rice wine is still presented as an offering in diverse modern ceremonies commemorating, for example, the completionof a building, purchase of a new car, oropening of shops. A popular drink widely consumed nationwide, makgeolli was one of the fermented foods made by individual households up tothe end of the Joseon era. Along with other definitiveKorean fermented foods such as kimchi and soybean-based sauces, makgeolliwas brewed in individualhouseholds, meaning a distinctive tastecould be passed down in each one. Starting inthe 20th century,makgeolliproductiongradually switched to commercial breweries and theingredients underwenta natural course of change. Makgeolli has evolved as it adaptedto sociocultural conditions. The popularity of this traditional Korean rice winehas surgedsince 2000. There is also a growing number of people brewing their own these days. (A liquor tax order issued in 1916 under Japanese colonial rule restricted the domestic productionof alcoholic drinks. In1995 home-made alcoholic beverages were legalized again.) In a nutshell, the tradition of making and sharing makgeollihas been evaluated as worth entry onto the national intangible heritage list for the following reasons: its transmission across the Korean Peninsula for eons; its historicity supported by documents; it servesas an interesting subject of study in diverse academic fields such as history, food sciences, and folklore studies; its association with a wide range of farmers' songs, folkloricsayings, and literary works, contributing to deepening the understanding of Korean culture; exhibiting distinctive local characteristics based on themakgeolli breweries dispersed across the country; and the fact thatit isactively practiced today by diverse communities such as local breweries, research organizations, and individual families. As a form of popular culture, this element will be designated as National Intangible Cultural Heritage without the usual recognition of its holders. There are 11 elements on the national intangible heritage list (including kimchi making and traditional saucemaking)that have been so registered without recognized holders. The scheduled designation of makgeolli making and sharing as National Intangible Cultural Heritage is particularly meaningful as its impetus came from a public proposal. In 2019 the Cultural Heritage Administration made a widespreadcall for candidates for the national intangible heritage list by organizing a public contest and throughthe established online channel for civil petitions. It is the first case ofthe listing of an intangible heritage element initiated by civicparticipation. This makgeolli case was awarded a Prime Minister's Prize as an outstanding example of serving the public interest. The notice of the planned deliberation of makgeollimaking and sharing will be maintained in the government gazette for 30 days from April 13 to May 21, after which its designation will be decided based on deliberation by the Intangible Cultural Heritage Committee. During the 30-day notice period, people are invited to offer their opinions about the upcoming listing. Public opinions are being collected through the website of the Cultural Heritage Administration andalso through social media. NIGHTTIME TOUR OPENS AT GYEONGBOKGUNG Bookings Available Soon for Gyeongbokgung Nighttime Tours in April and MayThe Gyeongbokgung Palace Management Office is planning to open the palace to the public at night during the months of April and May. Nighttime entry into the palace has been immensely popular in the past and tickets have sold out immediately. The program is offered twice per year. For the first half of this year, nighttime tours will be available over 45 days in April and May (please refer to the attachment for details). Evening opening hours are from 19:00 to 21:30 (the final admission time is 20:30). The daily maximum number of nighttime visitors is limited to 2,000, with 1,700 slots for advance bookings and 300 reserved for on-site ticketing. Domestic visitors aged 65 or older and international visitors can buy tickets on the spot without an advance booking. For advance bookings, please visit the webpage of the e-commerce platform 11Street (https://ticket.11st.co.kr). Bookings will be available starting at 14:00 on March 25. Those with advance bookings must show an ID card to receive their tickets on-site on the day of their visit. (A resident registration certificate, driver's license, passport, or student card with a photo are all acceptable.) The admission fee for nighttime entry is the same as the daytime fee: 3,000 KRW. One person may buy up to four tickets for advance bookings or on-site ticketing. Those entitled to free admission include men of national merit and their spouses; those with severe disabilities and one accompanying person; those with light disabilities; bereaved family members of men of national merit; those aged six or younger; and those wearing traditional hanbok clothing. People in these groups do not require advance bookings or on-site ticketing. They may enter the palace after showing relevant certificates or cards at the Heungnyemun Gate checkpoint. Please note that adults accompanying young children entitled for free admission must still secure tickets through advance booking or on-site ticketing. The Gyeongbokgung Palace Management Office, which is under the supervision of the Royal Palaces and Tombs Center of the Cultural Heritage Administration, hopes that this nighttime tour program allows the public an opportunity to break away from the daily distress of the extended pandemic and restore their vitality. The nighttime tour program will be implemented while faithfully observing COVID-19 regulations and protocols. Visitors must wear a mask, body temperature will be checked before entry, and a two-meter social distance must be maintained between visitors. Conservation Technology of Stone Cultural Heritage Moving forward throughout the WorldConservation Technology of Stone Cultural Heritage Moving forward throughout the World - 『Conservation and Restoration of Khmer Stone Cultural Heritage in Cambodia』 published by National Research Institute of Cultural Heritage The National Research Institute of Cultural Heritage (NRICH, Director General, JI, Byong Mok) under the Cultural Heritage Administration (CHA) of Korea published a report, 『Conservation and Restoration of Khmer Stone Cultural Heritage in Cambodia』. This report includes research achievements which was conducted jointly by Korea and Cambodia. NRICH diagnosed the stone cultural heritage in need of conservation treatment among Khmer cultural heritage in Cambodia by applying Korean conservation technology. The joint research partner, Angkor Conservation Office (ACO) in the Department of Safeguarding and Preservation of Monuments under the Ministry of Culture and Fine Arts in Cambodia carried out repair and restoration based on results of the analysis by NRICH. NRICH has been investigating and developing technology such as the conservation treatment and non-destructive diagnosis on surface conditions of stone cultural heritage for years.* Such technology has been applied to identifying material properties and diagnosing quantitative surface weathering of stone cultural heritage in Korea. NRICH has been providing the policy data for effective conservation of stone cultural heritage and going through the process of applying and verifying the conservation technology internationally to disseminate it all over the world.* [NRICH YouTube channel: https://youtu.be/8pCR7v4OMlM This is the first case demonstrating that the conservation technology which had been developed by NRICH was applied to overseas cultural heritage. This report includes the current state of conservation and history, scientific analysis, technical suggestions for stone statues in the collection of ACO, Nokorbachey Temple, Banteay Chhmar which were investigated from 2016 to 2020 by NRICH. In addition, it elaborates on the research results from various non-destructive analyses such as the magnetic susceptibility measurement*, deterioration mapping, ultrasonic measurement of physical properties**, infrared thermography analysis and hyperspectral image analysis***. Those results are expected to be applied to effective conservation and maintenance of stone cultural heritage in Cambodia and utilized as the beneficial data by institutes in the field of conservation science and researchers who are engaged in conservation.* Magnetic susceptibility: Identifying magnetization intensity of stone materials with the index, which is utilized for interpretations on production areas of rock constructing stone cultural heritage * Ultrasonic measurement of physical properties: Calculating physical properties and weathering degrees of rock by the difference of ultrasonic velocities* Hyperspectral image analysis: As distinct from a regular camera, analyzing specific materials or objects by dividing the spectrum of light into a wide range of wavelengths National Research Institute of Cultural Heritage under the Cultural Heritage Administration is planning to provide its conservation technology to other countries such as Myanmar and Mongolia in the years to come. Furthermore, we will consistently offer the data and information to be helpfully utilized for the conservation and analysis of cultural heritage for each country. 『캄보디아 크메르 석조문화유산의 보존과 복원』발간문화재청 국립문화재연구소(소장 지병목)는 캄보디아 크메르 석조문화유산의 보존과 복원』보고서를 발간하였다. 이 보고서는 대한민국과 캄보디아가 공동으로 수행한 크메르 석조문화유산 연구의 성과를 담은 것이다. 국립문화재연구소는 캄보디아 크메르 문화유산 중 보존 조치가 필요한 석조문화유산에 한국의 보존 기술을 적용하여 진단하였고, 공동 연구 기관인 캄보디아 앙코르보존소는 국립문화재연구소의 진단 결과를 바탕으로 수리·복원을 수행하였다. 그동안 국립문화재연구소는 석조문화재의 보존 기술과 석조문화재의 표면 상태 비파괴 진단 기술 등을 연구·개발해 왔다. 이러한 기술은 국내 석조문화재의 재질 특성을 밝히고 정량적 표면 풍화 진단을 하는 데 적용되었다. 국립문화재연구소는 석조문화재를 효율적으로 보존할 수 있는 관련 정책 자료를 제공하고 있으며, 우리나라의 석조문화재 보존 기술이 전 세계로 확산될 수 있도록 국제적으로 적용하고 검증하는 과정을 거치고 있다. * 온라인 주소: 유튜브(국립문화재연구소NRICH) https://youtu.be/8pCR7v4OMlM] 이번에 발간된 『캄보디아 크메르 석조문화유산의 보존과 복원』에 담긴 보존 기술은 국립문화재연구소에서 개발한 보존 기술이 국외에 처음으로 적용된 사례다. 이 보고서에는 2016년부터 2020년까지 조사하였던 캄보디아 앙코르보존소 소장 석상, 노코르바체이 사원, 반테이 츠마르의 보존 현황과 역사가 담겨 있고, 보존과 복원에 필요한 과학적 분석과 기술 제언 등이 포함되어 있다. 그 밖에 전암 대자율 측정, 손상 지도 작성, 초음파 물성 진단, 적외선 열화상 분석, 초분광 이미지 분석 등 다양한 비파괴 진단 연구 결과도 수록되어 있다. 이러한 결과들은 캄보디아 석조문화유산의 효율적인 보존 관리에 적용될 것으로 기대되며, 보존 과학 관련 기관과 관련 연구자들에게도 유익한 자료로 활용될 것으로 예상된다. 문화재청 국립문화재연구소는 앞으로도 우리나라 석조문화재의 보존 기술을 미얀마, 몽골 등의 국가에 보급할 예정이며, 우리나라의 보존 기술을 각국에서도 문화유산 보존과 분석 등에 유용하게 사용할 수 있도록 자료와 정보를 꾸준히 제공할 계획이다. 이 보고서는 문화재청 복권기금(문화재보호기금)으로 발간되었으며, 원문은 문화유산연구지식포털(portal.nrich.go.kr, 보존/복원-원문정보)에서 누구나 쉽게 열람할 수 있다.

National Palace Museum of Korea to Extend Special Exhibition Military Rituals through March 28The National Palace Museum of Korea (Director: Kim Dong-Young), an affiliate of the Cultural Heritage Administration of Korea, is extending its special exhibition Military Rituals ? Symbol of the Joseon Dynasty’s Military Power. The exhibition will be extended beyond its original closing date of March 1 and is now open through March 28. This special exhibition opened on January 19. It offers a comprehensive overview of the military rites of the Joseon era by bringing together 176 items, including armor and helmets worn by soldiers, a diverse range of weapons, and colorful military flags. It has been met with a positive response from the public as a unique exhibition demonstrating how the dynasty was governed not only by civil officials, but also through military power and related rites. It has also been popular following a temporary closure to prevent the spread of COVID-19. * National Palace Museum of Korea Website: www.gogung.go.kr Visitors are required to have timed reservations to see the exhibition. Reservations can be made online on the museum’s website or at the on-site ticket office. To prevent the spread of COVID-19, the number of visitors will be limited to 100 per hour and 900 per day. 국립문화재연구소, 카자흐스탄 국립박물관과 공동연구도서 출판기념식 개최문화재청 국립문화재연구소(소장 지병목)는 2월 25일 카자흐스탄공화국 국립박물관(관장 A. 무하메디울리)에 지난 5년간의 공동연구 성과를 우리말과 러시아어로 출간한 『카타르토베 -제티수 사카 엘리트 고분군』을 전달하고, 2016년 체결한 학술교류 협력 관계를 연장하는 협약을 체결하기로 하였다. 국립문화재연구소는 유라시아 고대 문화의 교류 양상을 연구하기 위해 2016년에 카자흐스탄 국립박물관과 학술교류협약을 체결한 바 있으며, 이후 중앙아시아 실크로드 문화에 대한 공동조사와 연구를 같이 해왔다. 이번에 발간한 『카타르토베 -제티수 사카 엘리트 고분군』도서는 양 기관이 협약체결 후 2018년까지 유라시아 고대 유목민의 고분 문화에 대해 공동 조사 성과를 담은 내용으로, 지난해 우리말로 공동 발간한 『카자흐스탄 제티수 지역의 고분 문화』를 재구성하여 러시아어로 출판한 것이다. 카자흐스탄 초기철기 시대 쿠르간의 발굴조사 내용과 다양한 자연과학적인 융·복합 연구성과가 수록됐다. 러시아어로 번역된 만큼 이 책자는 카자흐스탄을 비롯한 중앙아시아 각국의 국립연구기관과 도서관에 배포되어 양국의 공동 연구 성과를 홍보하고, 연구 자료로 활용될 예정이다. 이번 도서 전달행사는 카자흐스탄 누르술탄에 자리한 국립박물관 도서관과 국립문화재연구소 대회의실에서 온라인으로 진행되었으며, 도서는 주카자흐스탄 대한민국대사관에서 전달하였다. 아울러 문화재청 국립문화재연구소는 책임운영기관으로서 카자흐스탄 국립박물관과 코로나19 이후의 시대에 대응한 상호협력 관계를 보다 강화하기 위해 기존 학술교류협약을 5년간 연장하기로 했다. 이를 바탕으로 양 기관은 유라시아 고대문화의 교류양상을 밝히는 조사와 연구를 지속해 나갈 예정이다.

The National Research Institute of Cultural Heritage and the National Museum of the Republic Kazakhstan celebrate Publication of Joint Research ReportOn February 25th, the National Research Institute of Cultural Heritage of the Cultural Heritage Administration (General Director, Ji Byongmok) delivered the Russian translation of the publication on the joint research within the last 5 years, Katartobe ? Zhetisu Necropolis of the Saka Elite to A. Muhamediuli, General Director of the National Museum of the Republic Kazakhstan and held an online conference in order to extend the joint research agreement signed in 2016. On February 25th, the National Research Institute of Cultural Heritage of the Cultural Heritage Administration (General Director, Ji Byongmok) delivered the Russian translation of the publication on the joint research within the last 5 years, Katartobe ? Zhetisu Necropolis of the Saka Elite to A. Muhamediuli, General Director of the National Museum of the Republic Kazakhstan and held an online conference in order to extend the joint research agreement signed in 2016. The NRICH entered into a Joint Academic Research Project with the National Museum of the Republic Kazakhstan in 2016 to inquire into ancient cultural exchanges in Eurasia, and has been conducting investigations and researches on the Central Asian Silk Road unitedly ever since. The Katartobe ? Zhetisu Necropolis of the Saka Elite contains the discoveries regarding the tomb cultures of the ancient nomads in Eurasia from the signing of the agreement until 2018. Based on the Ancient Tombs in Zhetisu Kazakhstan, which was co-published in Korean last year, the content was restructured and translated into Russian. It includes archaeological discoveries of the early iron age Kurgans in Kazakhstan and various interdisciplinary, natural scientific research outcomes. As per Russian translation, distributed to national research institutions and libraries in Central Asian countries including Kazakhstan, this book will promote the joint research outcomes of both nations and serve as basic material for research. The event was held online, within the library of the National Museum of the Republic Kazakhstan, Nursultan and the main conference room of the National Research Institute of Cultural Heritage, and the actual book was handed over by the Korean Embassy in Kazakhstan. In addition, the Research institute of Cultural Heritage of the Cultural Heritage Administration, as an executive agency, decided to extend the existing agreement with the National Museum of the Republic Kazakhstan for 5 more years to consolidated the cooperative relationship in the Post-COVID19 period. Both institution will continue the research and studies to shed light on the exchange structure of the Eurasian cultures based on this extension.

Comfort women: Japan again provokes anger in KoreaThe flaw in the logic of the Ramseyer article and the way it is interpreted is: "There were blue cars I saw on the highway." "Therefore, all cars are blue." "There were prostitutes recruited to serve in comfort stations." "Therefore, all women in comfort stations were prostitutes." Why doesn’t Japan ever learn? Or do they purposely provoke Korean anger for some kind of unseen ulterior motive. Whatever the reason, the ugly picture of Japan defending its role and actions in World War II raises its ugly head again already in 2021. This time, planned or unplanned, the poke in Korean eyes with a sharp stick comes from a Harvard Law School professor — the Mitsubishi Professor of Japanese Legal Studies — R. Mark Ramseyer, a man who was raised in Japan, and who two years ago was awarded the "Rising Sun” medal. While not a Japanese citizen himself, he is a man who represents Japan as much as anyone in or out of Japan can, plus he now carries the imprimatur of the Mt. Everest of universities, Harvard Law School. His article in a law journal has needlessly wrangled the raw emotions of Koreans once again. One of my young colleagues who recently completed her MBA here in America, wrote meand asked me to write a response to the "Harvard statement” — that’s how it comes across, like it or not. She said a Harvard PhD should respond to the article and then she said she was so upset that she could not sleep "last night” and she repeatedly found herself crying about it. I received several other requests that I respond to the article. It is an emotionally raw issue that Japan keeps insisting on revisiting — they keep picking the scab so that it never has time to heal. Let me begin with a story. When I lived in Korea in the late 80’s, in Busan, we had a maid who spoke with a thick dialect. It was a little bit inscrutable, because it was clearly South Gyeongsang, but not Busan, and it had touches of Japanese and even some Chinese. She was in her late sixties; born in the 1920s and would have been a late teen at the time of World War II. In asking her history I found she was born in western S. Gyeongsang, but as a pre-teen she was sent to live with her uncle in Harbin, China, then under the control of Japan. Her uncle was an officer in the Japanese military, and her father deemed it safer for her to be in the home of a Japanese military officer. Safer from what? They feared she could be kidnapped off the streets or otherwise forcefully recruited to serve the Emperor in the war effort by conscription in the "comfort women corps.” Was her fear — and her family’s fear that was sufficient to send her 1,000 miles away to live with an uncle — justified? It was not unique. All over Korea, there were stories of women being forced, or tricked, or trapped, by one means or another into serving in the comfort corps. One heart-breaking story is of a loyalist high school teacher who heard of the "comfort corps” and its description as a kind of "USO”, "tea-and-crackers” organization, where women could do their part in supporting the war effort. The high school teacher recruited his academically top five girls, as an honor, to go off to serve; only to find later how naive he was when he understood the reality of the comfort corps. The problem with the article by Harvard Law School’s Mitsubishi Professor is that it does n ot deal with the greater issues of how women were recruited by force or trickery, but only deals with an arcane legal topic that only lawyers should read. He focuses on the legal structure of the brothel system, and makes the case that there were women who were indeed prostitutes who were recruited for the empire’s overseas, battlefront, "comfort stations”. He doesn’t deal with the women who were forced to join, who may have been kidnapped, or tricked into joining. Without giving a balanced account of how many were involuntarily "dragooned” — he criticized the use of that term in an earlier version of the paper — he only deals with the "legal” structure of the government brothels. I don’t think the professor intended to say or even imply that it was all well and good, but the austerity of the legalese and the sterility of the law school discourse was such that the text was devoid of all emotion for the women involved in these "contracts” that he was writing about. The problem is not a new take on the legal brothels of wartime Japan. The problem is that the two governments, and the two people — of Japan and Korea — are on completely different standing on the issue. Korea sees the article as one more stone in the wall of Japan’s vile treatment of Korea during the Japanese occupation of Korea. Japan is a "far-country mile away” from showing the sympathy and contrition that a war criminal should show. Japan is not Germany. Germany makes no defense for their war crimes — the Nazis, Hitler, a passive supporting public — are all condemned. Always. By all but the most right-wing element of Germany. Not so Japan. Repeatedly Japanese officials (Prime Minister Aso, the Consul General to Atlanta, the Mayor of Osaka, et. al) are quoted as saying "they were prostitutes, weren’t they?” Herein lies the rub. The "Harvard article” — it dismays me to phrase it such, but that’s the way its treated in Korea — gives fuel to the fire. Yes, it talks about the legal issues of legal prostitution in legal, state-sanctioned brothels, as a legal issue. It’s as if the women did not exist. It’s only the law that’s being discussed. Antiseptic. Aloof. Disinterested. But it comes across the news wires as a new hot poker to jab in the eye of Koreans. Sensitivity is not to be found in the legal treatise. Political sensitivity is not the concern of the author or of the journal. "Just the facts, ma’am,” like Joe Friday. But the journal and its content reinforces the insensitivity of the Japanese side, and heightens the sensitivity on the Korean side, for now, it’s not just "the lying, deceiving Japanese” it’s Harvard that is "against us”. Timing is everything, as they say. The Harvard article deals with a place and time where prostitution was legal. The author writes of legal prostitution in Japan and in Korea at the time. It is presented as an academic study of a legal issue at the time, as if it might have been dealing with buying real estate or contracting for building a house. That was then; this is now. When the Prime Minister or the Consul General says, "Well, they were prostitutes, weren’t they?” those officials are using todays value system to denigrate the "comfort women.” They are only prostitutes. It’s a way of denying that they were victims. The Harvard article backs them up, unemotionally — it was a contractual arrangement. Legal. Cold. Official. Nothing to be seen here; move on. The Harvard article makes no pretense of telling the story of the comfort women in any comprehensive way. It does not mention the "Rape of Nanjing” where the city was raped or destroyed by the Japanese army for its dogged resistance in one of the worst battles of World War II, but it was also raped, literally by soldiers on a rampage of raping and killing in the aftermath of the battle, for which war crime the Japanese government responded by bolstering its comfort stations as a means of trying to keep soldiers in line sexually. You can’t understand the Japanese fostering of "comfort stations” without understanding the Rape of Nanjing. It’s one war crime in the place of another. The relationship of the women to the brothel is explained as a ‘matter-of-fact’ legal arrangement. It mentions incentives to assure the women performed their duties well. But it does not describe the brothel owners as "pimps” who as a matter of course brutally beat the women for taking time off, or for offending a customer, or for contracting a disease, or for getting pregnant, or for no reason at all, just to keep them in line. The brutality of the system is only hinted at by the article’s phrases "difficult” or "dangerous”. Here, too, the austerity of the legalese obfuscates the raw dehumanization of comfort stations. It did not mention the women of the Philippines who were also forced to serve the conquering Japanese soldiers. Nor does it mention the women of China. Nor Southeast Asia. Nor the Dutch women, some of whom were mothers with children who were captured in the Dutch East Indies (Indonesia, today). No, the article, an austere piece of legal scholarship, looks at contracts — contracts between prostitutes and the Japanese agencies. It does not attempt to describe the situation of Japan’s criminal exploitation of women during the war. But as such, by looking at only one segment of the issue, the article does a great disservice. Yes, a legal scholar can write about legal issues in a time of war, a time past, a time irrelevant as a legal precedent for today’s issues. But when the implications of the article are the denigration of the lives of the few remaining comfort women, the denigration of the memory of the deceased comfort women, the stoking of the flames of distrust and hatred between two neighboring countries that have seen so much exploitation of one by the other, the revival of ill-will between Korea and Japan, the article takes on new meaning. The author may have honestly thought the issue was an interesting piece of legal history that hasn’t been explored. He may not of envisioned the maelstrom that his article would create in the Korean press. He may be dismayed that it is not an article that brings nations closer together, but acts as a torch to fire up old and painful memories. He may not be aware of any of this pain and ill-will. But that is what it has done. It has served to fire up old animosity, distrust, and hatred of Japan. It’s unfortunate. But this "Harvard” article has ricocheted all through the Korean media, and like a bullet ricocheting through flesh, it has reopened old wounds. When will Japan and all of its spokespersons quit justifying the war crimes of the early twentieth century and just say, "We’re sorry?” Mark Peterson is professor emeritus at Brigham Young University, where he taught Korean studies for more than 30 years. "고속도로에 파란색 자동차들이 달려가는 것을 보았다. 따라서 모든 자동차는 파랗다" "위안소에는 원래 매춘부였던 여자들이 위안부로 모집되어 있었다. 따라서 위안소에 있는 모든 여자들은 매춘부다." 일본은 왜 아직도 배우지 못했을까? 아니면 뭔가 숨은 의도를 갖고 일부러 한국인들을 도발하는 것일까? 무슨 이유이든 2차 세계대전 당시 행위를 두둔하는 일본의 추한 모습이 2021년에도 다시 한 번 고개를 들고 있다. 최근 논문을 흉기로 삼아 한국인의 눈을 찌른 장본인은 하버드 법대 교수다. 공식 직함이 '미쓰비시 일본 법학교수(Mitsubishi Professor of Japanese Legal Studies)`인 램지어 교수는 일본에서 유소년 시절을 보냈으며 2년 전 일본 정부 훈장인 욱일장을 받았다. 그는 일본 사람은 아니지만 그간 어느 누구보다 열심히 대내외적으로 일본을 홍보해왔다. 그리고 이번에는 세계 최고의 대학 하버드 법대에서 나온 논문으로 일본의 입장을 두둔하며 또 다시 한국인의 상처에 소금을 뿌려댔다. 얼마 전 내 동료 가운데 최근 미국에서 MBA를 마친 한 젊은 친구는 램지어 교수의 ‘하버드 논문’에 대한 의견을 알려달라고 메일을 보냈다. 그는 ‘하버드 박사 출신이라면 당연히 이 논문에 대해 의견을 밝혀야 한다’며 자기는 너무 화가 나서 전날 밤 한숨도 못 잤고 울기도 했다고 말했다. 이외에도 적잖은 사람들로부터도 이 논문에 대해 의견을 밝혀달라는 요청을 여러 번 받았다. 그만큼 이 문제는 감정이 격해지는 사안이다. 일본은 언제나 위안부 문제를 부정하는 입장을 고집해왔으며 매번 상처가 채 아물기도 전에 딱지를 떼어내 버린다. 개인적인 경험을 하나 이야기하자면 나는 1980년대 후반 부산에 살았던 적이 있다. 당시 우리 집에는 강한 경남 사투리를 쓰는 60대 후반의 가사도우미 아주머니가 한 분 계셨는데 나는 그녀에게서 제2차 세계대전 무렵 그녀의 과거에 대한 이야기를 들은 적이 있었다. 경남 서부에서 태어난 그녀는 십대 초반에 부모님에 의해 중국 하얼빈에 있는 삼촌 집으로 보내졌다고 했다. 당시 하얼빈은 일제 하에 있었고 삼촌은 일본군 장교였다. 부모는 왜 어린 딸을 머나먼 타지로 보내는 결정을 하게 됐을까? 자기 딸이 길거리에서 납치당하거나 천황을 위해 봉사하는 ‘위안부(comfort women corps)’로 징집될까 두려웠던 것이다. 이런 생각은 전혀 이상할 것이 없다. 강제로 잡혀갔거나 속아서, 혹은 궁지에 몰려서 위안부로 징집된 여자들의 이야기는 당시 한국 어디서나 찾아볼 수 있는 이야기였기 때문이다. 이 시기에 있었던 한국의 한 고등학교 교사의 사연도 가슴 아프다. 그 교사는 ‘군 위안부’에 대해 USO(미국위문협회, United Service Organization)처럼 다과를 접대하는 곳 정도이며 여자들도 전시에 도움을 주기 위해 지원할 수 있는 일이라고 자신이 들은 대로 학생들에게 설명했다. 그래서 자기 학교에서 가장 성적이 좋은 여학생 다섯 명을 선발해 군위안부로 보냈다. 그는 나중에 위안부의 실체에 대해 알게 된 뒤에서야 자신이 얼마나 순진했는지 깨달았다고 한다. 이번 램지어 교수 논문의 문제점은 피해자들이 어떻게 강제로, 또는 속아서 위안부가 됐는지에 대해서는 비중 있게 다루지 않는다는 점이며 변호사들만 읽을 수 있는 알기 힘든 법적인 주제로만 국한시켰다는 점이다. 램지어 교수는 매춘제도의 법적인 구조(legal structure)에만 초점을 맞춰 일제의 해외 전쟁터에 설치된 ‘위안소’에 채용된(recruited) 매춘부들이 있었다고 주장한다. 그러나 강제로 끌려왔거나 납치되어 혹은 속아서 잡혀온 여자들에 대해서는 다루지 않고 있다. 그는 얼마나 많은 사람들이 자기 의사에 반해서 ‘동원됐는지(dragooned)’에 대해 균형 있게 다루지 않은 채 ‘동원됐다’라는 용어가 사용된 것에 대해 비판하고 있다. 나는 저자가 이 문제에 대해 ‘다 좋았고 잘 됐다’고 말하려고, 혹은 그런 암시를 주기 위한 의도가 있었을 것이라고 보진 않는다. 그러나 법률 용어를 엄격하게 사용한 점과 하버드 법대의 담론 부재가 드러나는 그의 논문에는 그 ‘계약’을 맺은 여자들에 대한 감정이 전혀 담겨있지 않다. 문제는 전쟁 당시 일본이 합법적으로 운영한 유곽(legal brothels)에 대한 새로운 해석이 아니라는 점이다. 양국 정부와 양국 국민들이 이 사안에 대해 전혀 다른 입장을 보이고 있다는 점도 문제다. 한국은 램지어 교수의 논문이 일제 강점기에 겪은 핍박의 상처를 다시 한 번 후벼 판 것으로 여긴다. 일본은 전범국가로서 마땅히 보여야할 사죄와 동정과는 ‘멀찍이(far-country mile away)’ 거리를 두고 있다. 이 점에서 독일과 다르다. 독일은 자국의 전쟁 범죄에 대해 결코 두둔하지 않는다. 나치, 히틀러, 그리고 이들을 수동적으로 지지했던 대중들은 독일에게 있어 비난의 대상이다. 하지만 일본은 그렇지 않다. 아소 다로 전 일본 총리, 애틀랜타 일본 총영사, 오사카 시장 등 일본 관료들은 끊임없이 "그들은 창녀다. 그렇지 않은가”라고 위안부 피해자들을 비하하는 발언을 하고 있다. 여기에 더해 램지어 교수의 논문은 국가가 허가한 유곽에서 이뤄진 합법적인 매춘에 관한 법적인 문제에 대해 문제가 없다는 결론을 내리고 있다. 오로지 법적 잣대만을 들이대는 그의 논문은 마치 소독약처럼 냉정하며 무관심하다. 저자와 학술지 모두 정치적 세심함은 염두에 두고 있지 않다. 미국 TV드라마에서 "사실만 말하세요”라고 말하던 경찰관 조 프라이데이(Joe Friday)같다. 이성적이고, 학술적이라는 논문의 형식은 외려 일본인들의 불감증을 감성적으로 강화시키고, 한국인들에게는 ‘거짓말쟁이 사기꾼 일본인’뿐만 아니라 하버드가 지금 자신들과 반대편에 있다는 오해를 불러일으키고 있다. 램지어 교수의 논문은 감정을 배제한 채 ‘계약상 합의 내용’이었다는 논리로 일본의 주장을 뒷받침하고 있다. 합법적이고 냉정하며 공식적이다. 법적으로는 아무런 문제가 없으니 이제 넘어가자는 식이다. 그러나 그는 법적인 문제 외에 위안부들에 관해 포괄적으로 이야기하려고 하지 않는다. 예를 들면 논문은 ‘난징대학살(난징 강간)’에 대해 언급하지 않는다. 난징대학살은 제2차 세계 대전 중 최악의 전투 중 하나로, 일제의 침략에 거세게 저항하다 도시 전체가 강간과 파괴로 얼룩지게 된 사건이다. 일본군은 전투를 치른 뒤 여자들을 강간하고 사람들을 죽이며 난동을 부렸다. 이로 인해 일본 정부는 자국 병사들의 성욕 해소를 위한 수단으로 위안소 운영을 강화하게 됐다. 일본의 위안소 운영 확대에 대해 제대로 이해하려면 반드시 난징대학살에 대해 알아야 한다. 이것은 다른 범죄를 대신하기 위해 자행한 또 다른 전쟁 범죄다. 램지어 교수의 논문에서 위안부 여자들과 위안소 사이의 관계는 ‘사무적인’ 법적 합의사항(‘matter-of-fact’ legal arrangement)으로 설명되고 있다. 그의 논문은 여자들이 맡은 일을 잘 할 수 있도록 인센티브를 줬다고 언급하고 있다. 하지만 잠시 쉬었다는 이유로, 손님을 언짢게 했다는 이유로, 병을 옮기거나 임신을 했다는 이유로 여자들을 난폭하게 때리는 것을 당연하게 여기는 포주 역할을 했던 유곽의 주인들에 대해서는 언급하지 않고 있다. 위안소 제도의 이 같은 잔인한 면은 램지어 교수의 논문에 ‘어렵다, 위험하다(difficult, dangerous)’ 정도로 적힌 것이 전부다. 저자는 엄격한 법률 용어를 사용하면서 정작 위안소의 적나라한 비인간적인 처우에 대해서는 애매모호하게 말하고 있다. 램지어 교수의 논문은 매춘부와 일본 정부 간 계약에 대해 말하고 있는 단조로운 법학 논문이다. 그는 위안부라는 이름으로 일본군에게 강제로 끌려간 필리핀 여자들에 대해서도, 중국 및 동남아 여자들에 대해서도, 네덜란드 여자들에 대해서도 논하지 않았다. 심지어 위안부로 끌려간 네덜란드 여자들 중 몇 명은 오늘날 인도네시아로 알려진 옛 네덜란드 동인도 지역에서 아이들을 키우던 사람들이었다. 저자는 일본이 전시에 저지른 여성 착취 범죄 상황 전반에 대해서는 논하고자 하지 않는다. 이처럼 문제를 단편적으로 보고 있기 때문에 이 논문은 굉장한 폐해를 낳고 있다. 물론 법학자는 전쟁 시의 법적인 문제에 대해 다룰 수 있다. 마찬가지로 과거 어느 때 혹은 시간과는 무관하게 오늘날 이슈의 전례가 되는 법률 문제에 대해 글을 쓸 수는 있다. 그러나 이 논문이 내포하고 있는 의미가 이제 얼마 남지 않은 위안부 피해 여성들의 삶과 이미 작고한 위안부 여성들에 대한 명예를 훼손하고 서로 골이 깊어진 두 이웃 국가 간의 불신과 증오에 불을 지피는 것이라면, 또 그로 인해 양국 간 악의적인 감정이 재발하는 것이라면 이 논문은 완전히 다른 의미를 갖게 된다. 저자는 솔직히 이 문제가 아직 다뤄지지 않은 법학 역사의 흥미로운 일부라고 생각했을지도 모른다. 자신의 논문이 끼칠 대혼란에 대해서는 상상하지 못했을지도 모른다. 그는 이 논문이 양국을 더욱 가깝게 만들어 주기는커녕 오히려 고통스러운 기억의 불씨에 불을 지폈다는 사실에 깜짝 놀랐을 수도 있다. 램지어 교수는 이런 고통이나 악의에 대해 전혀 인지하지 못했을 수도 있다. 그러나 이미 벌어진 일이다. 그의 논문은 일본에 대한 한국의 오랜 반감, 불신, 증오에 불을 질렀다. 불행한 일이다. 그러나 이 ‘하버드 논문'은 모든 한국의 모든 매체를 뒤흔들었고, 마치 살을 뚫고 나가는 총알처럼 해묵은 상처를 다시 헤집어 놓았다. 과연 언제쯤 일본과 일본을 대표하는 모든 이들이 20세기 초 자국이 저지른 전범 행위에 대해 정당화를 그만두고 그저 "미안하다”고 말할까? 마크 피터슨 미국 브리검영 대학 명예교수는 하버드 대학 동아시아학 박사 출신으로 브리검영 대학에서 30년 이상 한국 역사를 강의했으며 2018년 은퇴했다. 현재 '우물 밖 개구리(The Frog Outside the Well)'이라는 유튜브 채널을 운영하고 있다.

(국영문) 미국 경매 통해 들여온 ‘호렵도 팔폭병풍’ 국민에 공개문화재청(청장 김현모)은 국외소재문화재재단(이사장 최응천/이하 재단)과 함께 지난 해 9월 미국 경매에서 매입하여 국내로 들여 온 《호렵도 팔폭병풍(胡獵圖 八幅屛風)》(이하 호렵도)을 18일 오전 10시 국립고궁박물관(관장 김동영)에서 공개한다. ‘오랑캐(胡)가 사냥하는(獵) 그림’이라는 뜻인 호렵도는 청(淸, 1616~1912)의 황제가 사냥을 즐기는 장면을 묘사한 그림이다. 중국의 명·청 교체 후 정묘호란(1627)과 병자호란(1636)을 연이어 겪은 후 조선에는 청을 배척하는 의식이 지배적이었으나, 18세기 후반 청의 문물이 대거 유입되며 청의 문화에 관심이 높아지게 된다. 이러한 조선의 복합적인 시대배경 아래 무비(武備)를 강조한 정조(正祖, 1752-1800)의 군사정책과 맞물려 호렵도가 제작되기 시작하였다. 이번에 돌아온 호렵도는 비단 바탕의 8폭으로 이루어진 연결병풍으로, 산수의 표현과 화면 구성이 탁월하며 인물과 동물의 묘사가 생동감 있고 매우 정교하여 호렵도 중에서도 수작으로 평가받는다. 주요 구성은, ▲ 폭포를 시작으로 스산한 가을 분위기의 산수가 숙달된 화원 화가의 필치로 묘사되어 있는 제1-2폭, ▲ 화려한 가마를 타고 길을 나서는 황실 여인들이 묘사된 제3폭, ▲ 푸른 바탕에 흰 용이 새겨진 복식 차림의 청 황제와 다양한 자세의 기마인물들이 등장하는 제5폭, ▲ 호랑이와 사슴을 향해 활을 겨누거나 창과 무기를 휘두르며 달려드는 사냥꾼들이 역동적으로 묘사된 제7-8폭 등으로 이루어져 있다. 호렵도를 처음 그린 화가는 조선의 대표적인 화가 중 하나인 김홍도(金弘道, 1745-1806?)로 알려져 있다. 그러나 김홍도의 작품은 『임원경제지(林園經濟志)』에 기록으로만 남아있으며, 현재 국내에 남아있는 대부분의 호렵도 병풍은 민화풍으로 그려진 것이다. 이에 반해, 이번에 돌아온 호렵도는 웅장한 산수 표현과 정교한 인물표현 등에서 수준 높은 궁중화풍을 그대로 보여주고 있어, 조선 시대 호렵도의 시작을 엿볼 수 있는 작품으로서 이번 환수가 더욱 뜻깊다. * 『임원경제지(林園經濟志)』: 조선 후기 농업정책과 자급자족의 경제론을 편 실학중심의 농촌경제 정책서 이번에 공개되는 호렵도는 그동안 민화를 중심으로 했던 호렵도 연구의 외연을 확장하고, 전시·교육 등 폭넓은 활용으로 이어질 것으로 기대된다. 특히, 국립고궁박물관에서 2월 18일부터 박물관 내 궁중서화실에서 국민에게 공개된다. 문화재청과 재단은 현재 코로나19로 인한 국외문화재 환수여건이 어려운 상황이지만, 국외소재문화재 발굴과 환수에 최선을 다하는 한편, 정부혁신 사업의 하나로 적극적인 공개와 활용을 통해 우리 국민의 문화유산 향유 기회를 확대하고 자긍심을 고취해 나갈 계획이다. Public Presentation of an Eight-Panel Folding Screen with Hunting Scene Purchased from an Auction in the U.S. - Hunting Scene, a high-quality court-style painting goes on display at the National Palace Museum of Korea on February 18 - The Cultural Heritage Administration (Administrator, Kim Hyun-Mo) and the Overseas Korean Cultural Heritage Foundation(Chairman, Choi Eungchon) is presenting the Eight-Panel Folding Screen with Hunting Scene(hereafter, Hunting Scene) to the public at 10 a.m. on February 18 at the National Palace Museum of Korea (Director, Kim Dong-Young). The painting was purchased at an auction in the United States in September 2020. Hunting Scene(胡獵圖, K. Horyeopdo), whose title means northern barbarian people hunting, depicts the emperor of the Qing dynasty (淸, 1616?1912) enjoying hunting. Joseon dynasty was invaded twice by Manchu forces (in 1627 and 1636) over the years that the Ming dynasty (明, 1368?1644) was being replaced by the Qing dynasty in China, and antagonism toward the Qing dynasty predominated in the Joseon court. However, with a surge of influences from Chinese culture in Korea in the late eighteenth century, interest in Qing China grew among the Korean people. Against this complex background and in line with the military policy of King Jeongjo (正祖, r. 1776?1800), who stressed preparedness for war, paintings of hunting scene began to be produced in Korea. Hunting Scene, which has recently returned to Korea, consists of eight silk-backed panels. It is considered a masterpiece among paintings on this theme for its excellent landscape expression, well-organized composition, and exquisite, vivid depiction of human figures and animals. The first and second panels show an autumnal landscape that begins with a waterfall. The bleak atmosphere of autumn is aptly expressed in the skilled brushstrokes of a court painter. The third panel depicts women from the imperial family going out in a splendid palanquin. The fifth panel features a Qing emperor in a blue robe with a white dragon design and men on horseback in diverse poses. The seventh and eighth panels show a hunter taking aim at a tiger and deer with a bow while others fly at the animals wielding spears and an iron weapon. It is known that this theme was first painted in Korea by Kim Hong-do (1745?1806), one of the most renowned painters of the Joseon dynasty. His version failed to survive, and is known only from a mention in Essays on Rural Life and Economy (林園經濟志, K. Imwon gyeongje ji). Most of the extant folding screen paintings on this theme are in the folk painting style. By contrast, this Hunting Scene shows features of a high-quality court painting with its magnificent expression of the landscape and exquisite depiction of human figures. It is particularly meaningful as a glimpse into what these paintings looked like in their early stages. This Hunting Scene will be managed by the National Palace Museum of Korea and will be on display at the Paintings and Calligraphy of Joseon Royal Court Gallery from February 18. The returned Hunting Scene is expected to broaden the scope of research into paintings on this theme, which has thus far been focused mainly on folk painting, and will be utilized for diverse purposes including exhibition and education. Despite the difficult situation caused by the COVID-19 pandemic, the Cultural Heritage Administration and the Overseas Korean Cultural Heritage Foundation will continue to make sincere efforts to identify and retrieve overseas Korean cultural heritage and broaden opportunities for Korean citizens to enjoy and take pride in Korean cultural heritage through public display and effective utilization of overseas Korean cultural heritage.

Webinar on the World Heritage Interpretation: World Heritage, Multiple MemoriesWhat is the nature of the world heritage in conflict with multiple memories and how to integrate it into cultural dialogue? The Cultural Heritage Administration (CHA, Administrator Kim Hyun-mo) of Republic of Korea will hold a webinar series on "the interpretation of world heritage : world heritage, multiple memories” from February to July organized by the preparatory office of the interpretation and presentation of world heritage sites under the auspices of UNESCO (WHIPIC) Since the adoption of the World Heritage Convention in 1972, World Heritage protection activities have overlooked the multilayer narratives of cultural heritage where different memories of various groups coexist, emphasizing the universality and representation of cultural heritage. Conflicts between countries and regions have emerged due to various memories of World Heritage, as seen in the recent conversion of Hagia Sophia Cathedral to mosques and the history of victims who disappeared from the Sites of Japan's Meiji Industrial Revolution. Through this webinar series, the CHA intends to discuss the nature of world heritage in conflicts with different memories and how to manage these conflicts. In particular, the year 2022 marks the 50th anniversary of the adoption of the World Heritage Convention, and the webinar series is expected to serve as a timely forum for discussing the peaceful management of world heritage in conflict and the effective implementation of the World Heritage Convention. The webinar series will consist of six sessions(attachment 1: Detailed schedules and topics) and four international heritage experts, including a moderator and three discussants, who will discuss the topic in the form of free dialogue. The first session will be broadcasted on February 17 at 9 a.m. (Korean time) through Facebook and YouTube accounts of CHA and WHIPIC under the theme of "New Approach to World Heritage Conversation: World Heritage Interpretation and Presentation." The fourth round will be presented and discussed by the winners of the video essay contest on peace and reconciliation through world heritage. And the sixth session will be held in the form of an on-site seminar in China, where the 44th World Heritage Committee will be held, along with the 5 moderators from previous sessions with the theme of multiple voices and memories toward peace-building and reconciliation. On the other hand, the webinar series is a collaboration with the African World Heritage Fund (AWHF), a UNESCO Category 2 center in the field of World Heritage in Africa. The webinar series will be open for participation for 100 people with advance register and is also streamed live through YouTube and Facebook. It will be uploaded to the account after the live broadcast and can be watched later. Each session will be about 60 minutes of discussion and 20 minutes of question-and-answer, and will be conducted in English. * The broadcast time in each session may vary depending on the schedule of the moderators and discussants and it will be announced in advance through the Facebook account of WHIPIC. The CHA stated, "Peaceful management of world heritage, which is at odds with each stakeholder due to different views and interpretations, is an issue to be solved by the international community for the effective implementation of the 1972 World Heritage Convention." 2021년 2월의 독립운동가 선정국가보훈처(처장 황기철)는 윌리엄 스피크먼(William Speakman, 1927.9.21.~2018.6.20.)영국육군 병장을 2021년 2월의 6‧25 전쟁영웅으로 선정했다고 밝혔다. 윌리엄 스피크먼은 6·25전쟁 중1951년 11월 4일군사 요충지였던 마량산에서 절체절명의 위기 속에서 백병전을 감행, 중공군의 남하를 저지하고중대 철수작전을 완수했다. 1927년 9월 21일에 태어난 스피크먼은 영국 육군 왕실 스코틀랜드 국경연대 제1대대 소속으로 6·25전쟁에 참전했다.스피크먼(당시 이병)은 1951년 11월4일 군사 요충지였던 경기도 연천 마량산을 방어하는 임무에 투입됐다. 당시에 수적우위를 이용해 파죽지세로 밀고 내려오던 중공군의 공격으로 많은 전우가 부상을 당하자, 6명의 전우를 모아 적진에 수류탄을 던지며 백병전을 감행했다. 스피크먼은 전투에서 다리와 어깨에 심한 부상을 입었음에도, 중공군의 남하를 저지하며 방어선을 끝까지 사수했고 중대는 피해 없이 퇴각할 수 있었다. 1952년 1월 부상 때문에 영국으로 후송되었지만, 3개월 뒤 자진해 다시 한국으로 돌아와 그해 8월까지 전장을 누볐다. 윌리엄 스피크먼은 전공을 인정받아 1952년 2월 영국 최고 무공훈장인빅토리아 십자훈장을 받았고, 대한민국 정부는 2015년 7월 태극 무공훈장을 수 여하며 숭고한 희생정신에 감사를 표했다. 한편, 국가보훈처는 "자신이 싸워 지켜낸 한국 땅에 묻히고 싶다”라는 스피크먼의 유언에 따라 ‘18년 6월 타계한 그의유해를 ’19년 2월에봉환식을 거쳐 부산 유엔기념공원에 안장했다. #국가보훈처#빅토리아 십자훈장#전쟁영웅#2월전쟁영웅#윌리엄 스피크먼#6.25전쟁

대한독립선언 선포 제102주년 기념식'대한독립선언 선포' 제102주년 기념식이 1일 오전 11시 서울 중구 한국프레스센터 19층에서 열린다. 기념식은 코로나19 확산방지를 위한 대책을 수립한 가운데, 국가보훈처는에 따르면 조소앙선생기념사업회 주관으로 열리는 이날 기념식 행사 1부에선 대한독립선언서 낭독과 기념사·축사, 기조강연, 만세삼창 등이 진행된다. 또 2부엔 '민주공화정을 위한 삼균주의 이념적 가치'를 주제로 학술 강연회가 준비돼 있다. 대한독립선언은 1919년 2월1일 중국 동북부 지린성에서 조소앙 선생이 기초하고, 박은식·신채호 선생 등 해외에서 활동하던 항일독립운동 지도자 39명이 제1차 세계대전 종전에 맞춰 대한 독립을 요구한 선언이다. 대한독립선언은 이후 세계 약소민족들에게 독립의지를 일깨우는 원동력이 됐다는 평가를 받고 있다.

Completion of Conservation Treatment for the Gilt-bronze Bodhisattva Statue Excavated from Seollimwon Temple Site,Yangyang by the National Research Institute of Cultural Heritage- Restoring original shapes with gold color and values of the gilt-bronze Bodhisattva statue from Unified Silla period by conservation treatment for 5 years - Identifying clear ink lines of eyes and mustache hidden beneath bronze corrosion-The Cultural Heritage Conservation Science Center (CHCSC, Director, Jeong Soyoung) in the National Research Institute of Cultural Heritage (NRICH) under the Cultural Heritage Administration of Korea completed conservation treatment for the gilt-bronze Bodhisattva statue of Unified Silla period which was excavated from Seollimwon Temple Site (Yangyang-gun, Gangwon-do, Korea) in October, 2015.The gilt-bronze Bodhisattva statue (hereinafter referred to as the statue) from Seollimwon Temple Site is the largest (38.7cm in height and 4.0kg in weight - the statue, 14.0cm in hight and 3.7kg in weight - the pedestal) among Bodhisattva statues whose excavation sites were exactly known, and the pedestal and halo which were carved splendidly remain intact, which made the statue draw great attention. CHCSC devoted 5 years until the present to restoration for its original shape in gold color and determined its manufacturing technique and period when it was manufactured. At that time of excavation, the surface of this statue has been thickly covered with soil and greenish corrosion, and its right ankle has been broken and separated from the pedestal, and even the halo has been broken into several pieces, which required urgent conservation treatment. In response to its condition in need of conservation, the CHCSC urgently took it over from Hanbit Institute of Cultural Properties which conducted the excavation and survey beforehand, and started scientific research and conservation treatment from January, 2016 to December, 2020. First of all, the scientific research such as X-ray, endoscopy and material analysis was carried out and subsequently it was followed by the process of conservation treatment in the order of corrosion removal, consolidation, joining and restoration.As a result of research, the gilded layer was unstable as its form was manufactured with copper alloy and gilded with gold, and greenish bronze corrosion was situated on it. To restore its original color of gilded layers, removal of bronze corrosion was required but it was firmly attached to the gilded layer. Therefore, the corrosion layer was removed one by one with meticulous care while it was closely observed at high magnification under a microscope, which was such a fastidious and demanding process of conservation work. The corrosion removal was the most significant process for restoring the shape and value of the statue, taking much time over 4 years. Such a process led to revealing gilded layers clearly and moreover, delicately drawn on ink lines the gilded layer could be found as well. Areas with ink lines were identified at 4 points from eyebrows, eyes (shapes, pupils), mustache and the rim with an elephant-eye motif by openwork on the pedestal. In particular, its pupils drawn in ink could be found beneath bronze corrosion by microscopy at high magnification.The statue was urgently collected on the spot of the excavation and for that reason, CHCSC could obtain important materials left such as paper and gold leaf from the inside and surface of the statue. As there were no inscriptions and only some parts of them remain, what those had been used for could not be figured out.However, from the fiber analysis to know material quality of paper, it was identified that all of them were paper made from bast fiber of the paper mulberry of Korea and by radiocarbon dating, the data of absolute ages around the 7~9th century was acquired. When considering the period when Seollimwon Temple prospered around 804 AD (the 5th year of King Aejang), the period of its production was reconfirmed to be Unified Silla period.From the research on the manufacturing process, it indicates that the statue was cast as the single-piece object with copper alloy, and marks of molding holes were found at the back of both arms from the result of X-ray and those holes are presumed to have been plugged up with gold plates and gilded after a casting was completed.In addition, a high mercury content and granular gold were identified from the surface analysis of the statue, which revealed that amalgam gilding by mixing gold powder and mercury had been applied for manufacturing it. And there were red pigments observed from the back of decorations on the statue as well as the back of floral decorations at the end of lotus leaves on the pedestal. Pigments were identified to have been Jinsa, Yeondan and the pigment mixed with Jinsa, and some red pigments still remain on its lips faintly.Most of the navy pigments from hair were exfoliated by surface corrosion but dark navy pigments in some areas were identified to have been Seokcheong which was used as the old traditional pigment with natural minerals to make deep dark blue color from the past.*Jinsa (辰砂, HgS / Cinnabar): Red pigment made with mineral of mercury sulfide in red base *Yeondan (鉛丹, Pb3O4 / Minium): Red pigment made by heating lead carbonate which is artificially manufactured after corroding lead *Seokcheong (石淸, Cu3(OH)2?(CO3)2 / Azurite): Blue pigment made with azurite The CHCSC made its effort to restore the shape of the statue with Hanbit Institute of Cultural Properties through 3D scans and image restoration and could succeed in restoring for the original shape of the statue in the end. In the case of decorations such as Bogwan, Yeongrak, Jeongbyeong besides the statue, halo and pedestal, those decorations were identified to have been separately manufactured and then joined to the statue respectively. Some shapes of them were transformed during the excavation, which made it difficult to join them for restoration. * Bogwan(寶冠): A crown decorated with jewelry or metal on the top of Buddha statues * Yeongrak(瓔珞): Decorations by stringing beads with metal or gems for Buddha statues * Jeongbyeong(淨甁): A Water jug with a long neck, connoting offering pure water to Buddha as a symbol of mercy to relieve pain and thirst of mankind As of now, it is difficult to join the broken right ankle to its pedestal since the completion of conservation treatment this time. The National Research Institute of Cultural Heritage is planning to connect the statue with the pedestal by digital restoration based on cutting-edge technology such as 3D scan data and 3D printing.

Inauguration of the Special Exhibition Military Rituals Symbol of Joseon Dynasty’s Military PowerInauguration of the Special Exhibition Military Rituals Symbol of Joseon Dynasty’s Military Power January 19 March 1, 2021, National Palace Museum of Korea Situated just a few steps from Gyeongbokgung Palace Station on Seoul Subway Line 3, the National Palace Museum of Korea (Director: Kim Dong-Young) specializes in the collection, research, and exhibition of heritage artifacts from the Joseon Dynasty royal court (13921910). The museum is temporarily closed as part of efforts to prevent the spread of COVID-19, so the special exhibition Military RitualsSymbols of the Joseon Dynasty’s Military Power will be first unveiled virtually on January 19 through online platforms including the museum website, YouTube, and others. The National Palace Museum of Korea (Director: Kim Dong-Young), an affiliate of the Cultural Heritage Administration of Korea, is presenting the special exhibition Military Rituals Symbols of the Joseon Dynasty’s Military Power. This exhibition introducing military endeavors and rituals in the Joseon royal court will be held from January 19 through March 1, 2021. Military rites were one category of five Joseon state ceremonies with systemized protocols and procedures considered necessary to govern the state, known collectively as the Five State Rites. The military rites signified that the king had supreme command of the armed forces, and they also served to enhance the authority of the Joseon royal court. The exhibition aims to use these rites to spotlight Joseon kings’ efforts at demonstrating their military command and sustain the dynasty and explore the military endeavors of the Joseon Dynasty. The special exhibition consists of two main sections Part I. Military Endeavors the Joseon Dynasty and Part II. Military Rituals of the Joseon Dynasty. The first section, "Military Endeavors of the Joseon Dynasty” explores how people of the time attempted to overcome national crises through military practices. Dividing the Joseon Dynasty into two periods with 1592 (beginning of the Japanese Invasions of Korea) as a reference point, this section showcases books and paintings on military science in chronological order. Also presented is a video on the Japanese Invasions of Korea (1592-1598) and tactical formations applied in military training. The second section, "Military Rituals of the Joseon Dynasty,” sheds light on the contents and significance of the six military rituals (Gangmuui, Guilsigui, Gyeodongdaenaui, Daesaui, Seollopoui, and Heongoegui), in which the king also participated, through the artifacts related to each practice. Gangmuui, a military ritual in which the king went hunting with his soldiers, was performed to capture wild game for sacrificial rites performed at the Jongmyo Shrine. Artifacts such as Wooden Tablet Authorizing Military Mobilization, Horse Saddle and Stirrups, Military Official’s Robe, and Military Official’s Hat offer a glimpse into the ritual. Moreover, the Portrait of King Cheoljong, the only late-Joseon painting that shows the king in military attire, is displayed in the exhibition together with related artifacts, such as military uniform, commander’s club, waist band, thumb ring, and sword. Together they allow a visualization of the king as commander-in-chief. Guilsigui and Gyedongdaenaui are rituals with symbolic meaning that were performed in an attempt to utilize military force to stabilize natural phenomena and restore normalcy. Guilsigui was performed to make the sun reappear during the solar eclipse, while Gyeongdongdaenaui was performed to drive away evil spirts that were believed to cause infectious disease. Displayed in this section is the only surviving example of a Joseon-era Bangsangsi Mask, worn by a person charged with expelling evil spirits. Daesaui, a military ritual in which the king practices archery together with his subjects, was considered important for developing self-discipline and nurturing virtue. This rite is examined through artifacts such as Book with Records on Formal Archery Ritual (documenting the Daesaui hosted by King Yeongjo in 1743, a resumption of the ritual after a gap of 200 years), Painting of a Formal Archery Ritual (documenting the 1743 event), attire of participants, bows and arrows, and other accessories for archery. Also featured is an animation of the scenes depicted in Painting of Formal Archery Ritual, presented in the sequential order of the ritual. Seollopoui and Heongoegui are rituals for proclaiming victory by displaying a decree describing how a war was fought and victory was won alongside the severed head of an enemy leader. They were recognized as formal military rituals in 1744 when King Yeongjo (r. 17241776) published them in the book of state rites. This formalization by Yeongjo was also a political act to display his authority. To offer visitors with a better understanding of the rite, this part of the exhibition is made into an animated short film featuring the process of submission of the victory decree to the king, followed by the presentation of the enemy’s head to the king and displaying the head outside the palace. Daeyeorui is a military exercise directly commanded by the king that mobilized a greater number of soldiers than the other military rituals. The exhibition space for Daeyeorui offers a unique visual attraction, showcasing artifacts that were required for the performance of the military exercise, such as armor, helmets, weapons, and military signal systems like flags and musical instruments. Among the exhibits, a set of artifacts from the Grassi Museum of Ethnography Leipzig collection that includes armor, a helmet, a storage box for the set, a helmet cover, an inner garment, and wrapping cloth is in pristine condition and is being displayed in Korea for the first time. The space dedicated to armor and helmets features a background with a large video screen that will allow visitors to imagine the Daeyeori ritual from the perspective of the king commanding the lines of soldiers. On the opposite wall is an impressive display of the large collection of flags housed in the National Palace Museum of Korea. The exhibition also offers a corner to practice archery through interactive digital technology and a space for an immersive video experience on military rituals, creating a more enjoyable museum experience for visitors. Visitors are required to have timed reservations to see the exhibition. Reservations can be made online on the museum’s website or at the on-site ticket office. To prevent the spread of COVID-19, the number of visitors will be limited to 100 per hour and 900 per day. To ensure a safe environment for all, the museum has the following additional protocols: individual tours only (no group visits allowed); check of face covering and temperature at entry; and maintain one-way paths in the galleries. For visitors unable to visit the gallery in person, the exhibition will be available for viewing online from January 19. The exhibition will be held from December 4, 2020 through January 10, 2021 at the National Palace Museum of Korea.The exhibition presents the folding screen entitled Sea, Cranes and Peaches (a theme known as haehakbandodo in Korean) held in the collection of the Dayton Art Institute in the United States. The work had been brought to Korea as a part of the Overseas Cultural Heritage Conservation and Utilization Support Project of the Overseas Korean Cultural Heritage Foundation. With its conservation and restoration recently completed, the work will be exhibited before being sent back to allow the Korean public an opportunity to view the work for the first time.Haehakbandodo (海鶴蟠桃圖) refers to a type of painting that emphasizes the sea (海, hae), cranes (鶴, hak), and peaches (蟠桃, bando) among the motifs associated with sipjangsaengdo (十長生圖, paintings of the ten longevity symbols). The theme became popular in the royal court in the late Joseon era, and significant number of examples were produced for various state events, including the wedding ceremony of crown princes.The peaches featured in haehakbandodo ripened every three thousand years and thus symbolize longevity. As a part of the mystical landscape of the immortal world that provides the main subject matter of sipjangsaengdo, the cranes, sea and peach trees in haehakbandodo embody wishes for eternal life.* Sipjangsaengdo: painting depicting the ten symbols of longevity ? the sun, mountains, water, rocks, clouds, pine trees, lingzhi mushroom, turtles, deer and cranes.Sea, Cranes and Peaches in the Dayton Art Institute collection is a rare example of a haehakbandodo with gold leaf applied to the background. It is also the largest (painting: 210.0 × 720.5 ㎝) of the surviving haehakbandodo folding screens. Although initially created as a folding screen, it was reformatted into six panels after being taken to the United States in the 1920s. With support from the Cultural Heritage Administration of Korea and the Korea Minting and Security Printing Corporation (CEO: Cho Yongman), the work was restored to its original state through a sixteen-month restoration process.The National Palace Museum is pleased to present the folding screen in a space specially designed to allow full immersion, complemented by a video exploring its details and documenting conservation process.An online international symposium will be held in conjunction with the exhibition. 포츠담 광장의 통일정자, 대사관으로 이전주독 한국문화원(원장 이봉기)은 베를린 포츠담 광장에 설립된 통일정을 2020년 11월 하순 경에 주독일 한국대사관의 뒤뜰로 이전한다. 통일정은 독일통일 25주년을 기념하여 2015년 11월 현재의 자리에 세워졌으며 건립 시 베를린시의 미테구청으로부터 2년간 허가를 받았고, 이후에는 매년 연장 허가를 거쳐 현재의 자리를 지켜왔다. 지난해 우리 문화원이 제출한 허가 연장 신청에 대해 베를린시 구청에서는 2020년 말까지만 연장을 허가한다고 하였다. 이후 문화원은 다른 장소로의 이전과 철거 등을 놓고 검토한 결과, 우리 한국대사관의 뒤뜰로 옮겨 통일정의 건립 취지를 보다 발전시켜 나가기로 결정하였다. 베를린시, 미테구청에 그간의 배려에 대해 감사 통일정은 그동안 분단시절 베를린 장벽이 지나가던 자리에 위치하여 포츠담 광장을 찾는 많은 시민들과 관광객들에게 우리 한국의 건축미뿐만 아니라 우리 국민의 한반도 평화통일에 대한 의지를 알리는 역할을 해왔다. 남과 북이 평화통일을 이룩하는 그날까지 통일정이 현재의 자리를 지켜주었으면 하는 바람도 있으나, 그동안 베를린시에서 무상으로 통일정이 위치한 토지를 사용할 수 있게 해주어, 우리 한국 교민들과 베를린 시민들의 많은 관심과 사랑을 받을 수 있게 된 것에 대해 이번 기회를 통해 감사한 마음을 전하고자 한다. 통일정, 포츠담광장 시대에서 티어가르텐(대사관) 시대로 이제 통일정은 포츠담 광장에 작별을 고하고 독일통일 30주년을 계기로 한반도 평화정착에 대한 우리 모두의 마음을 다시 새롭게 담아 티어가르텐에 위치한 주독일 한국대사관으로 이전한다. 이제 이 자리에서는 우리 한반도가 평화적으로 통일을 이룰 때까지 자리를 지킬 수 있을 것이다. 통일정은 장소만 변경될 뿐이고 본래의 역할은 대사관 정원에서 그대로 수행할 것이고 대사관 차원에서 보다 다양하고 적극적인 활용방안을 마련하고자 한다. 앞으로 대사관에서는 통일정을 보다 적극적으로 평화・통일외교의 수단으로 활용하게 될 것이다. 독일 통일 30주년 계기 우리 한국대사관으로 통일정을 이전함으로써 주재국은 물론 대사관을 방문하는 다른 국가의 외교관들과 방문객들에게도 우리의 평화정착과 평화통일을 위한 노력과 염원을 자연스럽게 전달할 수 있을 것이다. 분단국인 한국대사관에 위치한 통일정은 별도의 상세한 설명이 없어도 그 의미를 스스로 전하고 관심을 받게 될 것이다. 또한 대사관은 매년 국경일 행사 외에도 문화공연 및 각종 기념행사를 개최하고 있다. 앞으로 대사관 행사시 통일정은 우리 전통공연뿐만 아니라 다양한 공연 및 행사의 무대가 될 수 있을 것이다. 이를 통해 통일정은 우리 문화 등을 홍보하는 훌륭한 매개체가 될 수 있을 것이다. 희망컨대 통일정의 대사관 이전을 통해 문화행사가 보다 자주 개최되어 교민과 현지인들이 함께 하는 계기가 만들어질 수 있기를 바란다. 우리 한국대사관의 청사는 현대식 양식에 전통적 이미지를 일부 가미한 건물이다(처마끝 선, 전면부 열주식 기둥 등). 대사관 정원에 통일정 설치는 현대와 전통의 아름다운 조화로 공관의 전체적 미적 이미지를 향상시키고 나아가 베를린에서 한국을 알리는 새로운 랜드마크로 자리 잡을 것으로 기대한다. 우리 문화원은 금년 10월 3일 통일정에서 독일통일 30주년 계기 "평화-통일을 바라본다”라는 문화행사를 개최한 바 있다. 코로나 19 상황으로 인하여 적극적인 홍보를 할 수는 없었지만, 동 행사 플라이어, 공연 등을 통해 통일정의 이전을 안내하고 이전에 대한 아쉬움과 새로운 장소에서 우리 국민의 한반도 평화와 통일을 향한 염원이 이루어질 수 있기를 기원하기도 하였다. 통일정은 그 의미에서뿐만 아니라 포츠담 광장이라는 역사적 장소에 건립되어 그동안 교민들에게 자긍심을 주었다. 이전되는 대사관의 통일정에 대해서도 교민들께서 이전과 같은 관심과 애정을 쏟아 준다면, 한반도의 평화정착과 통일을 위한 우리의 간절한 노력과 의지가 독일에 널리 알려지게 될 것이고, 한반도가 평화와 통일로 나아가는데 징검다리 역할을 할 수 있을 것으로 본다.

Together with the photographs will be showcased fifteen educational materials related to school life at the time of the war including textbooks, letters of appointment, and report cards.The exhibition consists of three sections. "Part I. Springtime on the Korean Peninsula: The Restoration of Korea’s Independence” offers a glimpse of the festive atmosphere that developed in Jeollanam-do Province following liberation from Japanese colonial rule through photographs of the monument and parade celebrating independence. Also presented in this section is a photograph of Kim Gu that he took together with the Women’s Patriotic Association in 1946 on his visit to Mokpo. "Part II. A Tragedy in Korea: The Korean War”shows the horrors of the Yeosu-Suncheon Incident of 1948, together with images of the major battles of the Korean War as well as those of soldiers and prisoners. Moreover, photographs of women’s militia and civilian support troops, which had not been widely introduced until the present, will be exhibited, and are expected to garner much interest from the public. Lastly, "Part III. Hope Blooming in the Midst of War”displays photographs embodying people’s struggles to restore peace and balance in their daily lives, in particular, the efforts to keep children in education even during war and to care for war orphans in local welfare facilities. Through the exhibition, the National Research Institute of Maritime Cultural Heritage aims to offer an opportunity to remember the numerous sacrifices that have helped maintain peace in Korea and the lives of the people of Jeolla-do region, who continued to search for new hope amid the ruins of war. The Institute will exert extended efforts to expand collaboration with local organizations to provide a diverse assortment of exhibition services.
